California — SB 793 (upheld by voters as Prop 31, Dec 2022) bans flavored tobacco-product sales statewide, menthol included; only products on the state's Unflavored Tobacco List may be sold, and flavored ZYN is off that list..
Washington D.C. — DC's 2022 flavored tobacco ban covers nicotine pouches.
Massachusetts — The June 2020 statewide flavored tobacco law covers all nicotine products including pouches — flavored ZYN can't be sold at ordinary retail (licensed smoking bars only, on-site use).
Everywhere else, flavored pouches are legal statewide — though 19 states and DC tax pouches, some steeply (Washington: 95%).
