Five findings

1. 7-Eleven is America's biggest nicotine-pouch retail chain: 9,794 locations — ahead of Walgreens, Dollar General, and Circle K.

2. Only 3 places ban flavored pouches statewide (Massachusetts, California, and DC) — most state "flavor bans" cover vapes, not pouches. ZYN's maker paid $1.2M to DC's Attorney General over violations.

3. 19 states and DC now tax pouches. New York's 75% wholesale tax landed Sept 1; Washington's 95% is the nation's steepest.

4. Per capita, Alaska leads the country at 126.5 pouch retailers per 100k residents; Hawaii has the fewest at 32.1.

5. The pouch shelf is mostly a gas-station shelf: 66,595 gas stations and 44,610 convenience stores vs 24,470 smoke & vape shops.
